Adeje Town Hall is continuing to advance in the development of the Municipal Strategic Plan for Disability Care, “Adeje Incluye”, an integrated planning document aimed at improving the quality of life of people with disabilities in the municipality. The initiative, promoted by Adeje Town Hall’s Department of Community Wellbeing and Social Cohesion, headed by Raquel Rodríguez Alonso, sets out a working framework that brings together diagnosis, participation, training, action design and evaluation.
This plan builds on previous experiences developed by the Town Hall, including initiatives and collaborations with different municipal departments aimed at promoting more accessible environments. Building on this base, a planning phase has begun, in which the methodology of the plan has been defined, roles within the technical team have been allocated, the first working tools have been prepared and initial contact has been established with entities and resources linked to the social sphere.
Raquel Rodríguez Alonso explained that “we have held an initial meeting with municipal departments to present the Municipal Strategic Plan for Disability Care, called ‘Adeje Incluye’. In this meeting we outlined the phases we will be developing with the aim of improving care for people with functional diversity and advancing cross-departmental work. Although this is work we have been doing for years, we want to continue deepening and strengthening this commitment. The first phase is a diagnosis that will allow us to analyse the internal reality of municipal departments while also gathering contributions from different stakeholders and from the public. Our goal is to create more inclusive environments, offer better services and continue building an Adeje that moves forward in equal opportunities for everyone.”
During November the diagnostic phase has been carried out, which includes two strands, one internal and one external. The internal strand includes interviews with coordinators from different departments, questionnaires for municipal staff and surveys aimed at families who use the “Los Olivos” Functional Diversity Care Centre (CAD). The external strand, still to be carried out, will include an open questionnaire on the municipal website and interviews with representatives of different social organisations, to obtain the most complete possible overview of the needs identified in the municipality.
Another of the priorities is training, developed both by Autism Friendly and by the technical team from the CAD. Pilot experiences will also be implemented to advise other municipal departments so that their events and activities incorporate inclusive measures from the design stage.
The first training sessions have been directed at staff from the municipal nursery school “El Duendecillo Azul”, delivered by CAD specialists, and have focused on the detection of and early care for Autism Spectrum Disorder (ASD).
In the first months of 2026 the joint analysis phase will begin, which will include discussion groups with professionals, families and teenagers from the CAD, as well as joint sessions to compare findings. With this information, between April and May 2026 the final plan will be drafted, including strategic lines, objectives, actions, timetable, responsibilities, financial resources and the evaluation system.
Once finalised, the Town Hall will present and disseminate the document to begin the implementation phase, which will take place throughout 2026 and 2027. This stage will include regular internal and external evaluation tests to measure progress, impact and the satisfaction of those taking part.
Adeje Town Hall underlines that this process seeks to consolidate a municipal model based on real inclusion, universal accessibility and community participation. The Municipal Strategic Plan for Disability Care therefore becomes a key tool for continuing to move towards an Adeje that is fairer, more accessible and committed to the wellbeing of all its public.
