QUESTIONS AND ANSWERS: STATE OF EMERGENCY

The following is a translated list of questions and answers regarding permission to leave your home. This is a guide only and cannot be used as proof of permission to travel

MAY I TRAVEL TO DO THE FOLLOWING
ITV for the car -   NO
Hairdresser - NO, home visits only
Food shopping - YES
Home delivery - YES, if client unable to collect in the shop
Plumber/Electrician/etc - YES, if you are registered as ‘autonomo’ and it is urgent
 
Transporting seasonal workers to farm - YES, as long as there is 1 metre distance between people
Doctors, opticians etc  - YES, these are medical appointments
Car service points - YES, these are considered urgent 
Leaving the home - YES, if you are alone, or with a dependent, elderly person, disabled individual, or there is another justifiable reason for accompanying someone.  A police agent may ask for proof re the justified reason for the trip. Under some circumstances if there is no one to leave a young child with they may accompany an adult. 
Persons who feed wild colonies of animals who live in public spaces may continue to do so, but should have documentation (from a volunteer organisation etc).
You may not go to any beach.
If you are caring for an individual with behavioural difficulties you may take them out for a walk always observing the necessary measures in place to avoid spreading t he virus.
Driving  -  YES.  One person only, unless you are taking an elderly person or a disabled person on an essential journey.  Your journey is to authorised destinations (shop, bank, medical centre, etc).   If you are a bus driver or a taxi driver you may also take passengers, the rule being one person per row of seats, keeping distance between all passengers and the driver.
For the moment you won’t be penalised if your ITV (MOT) or driving licence is out of date (if the date of expiry falls after the declaration of the state of emergency).
You may drive if you are transporting merchandise or goods
You may drive under the agreed circumstances, to supermarkets outside the village you live in as long as you are going to the one nearest to your home, and it is to purchase food, or you are going to a chemist for medication. 
Delivery lorries – Yes.  With a passenger/co-worker, as long as sufficient distance between persons is maintained, the deliver is of goods considered necessary, such as food, drink, animal feed, hygienic products, medicines, health materials, etc.
Messengers, parcel deliveries – YES
Specialised technical services –NO
Veterinary clinics – YES 
Neighbourhood community meetings – NO
Taxis  - YES, as long  as you are taking passengers on permitted trips – shopping for food, medicines, etc. 
Visit farmland– YES To attend to animals and feed them. Bring relevant paperwork regarding ownership of land such as a rates receipt. 
Drug stores/perfumerias - YES.  Only to sell cleaning and health-related products
Supermarkets – YES.  They can sell produce considered essential, but not clothes, books, games, etc. Clients are responsible for their personal hygienic safety. 
Ironmongers, paint stores, etc – NO. 
Call centres – YES Only for communication purposes.
Pet shops –YES. Only to sell pet food and they must respect the distance measures required.
Sale of office/school equipment – YES. 
Hotels and camping- NO. The businesses may not continue to operate. Maintenance workers, etc may remain as residents in apart-hotels.
Walks – NO.  Unless this is recommended by your doctor and you carry a medical certificate
Parental custody  - YES.  You may travel to collect your child or leave them back to the other parent as long as you are following the shared custody court agreement. It is recommended that you carry the relevant paperwork with you.
Construction workers – YES. If you are registered as self-employed. 
Sea rescue workers, fire brigade members, etc – YES
Private security operators – YES.  Security transport workers, alarm company personnel, etc. 
Cleaning and maintenance workers – YES.  Only for those building and centres that are allowed to be operational at the moment (shops, medical centres, etc).  Also in community complexes, and in private homes where the owner is unable to carry out cleaning (incapacity, older person).
 Legal offices, assessors, administrators – YES 
Self-employed – YES. You may work, but alone, not with employees and only at home
Telecommunications, audio-visual,  IT services – YES.  Electro-domestic suppliers may also remain open and sell telephones: sales of electro domestics should be make online
Travel agencies –NO.  You may work via telephone/online
Estate agencies –NO
Gas delivery – YES
Water services – YES 
Weather service – YES
Civil or religious ceremonies – NO. All services have to be postponed until the end of the state of emergency.  Funerals, cremations, three family members may attend and the minister overseeing the ceremony
